Yes, people arent forced to farm/collect them. But it just seemed like it WAS a mandatory requirement for the hat before Gaile made it clear that it wasnt.
It would have been smarter on Anet's part to give a clear reason why we need the chef's plate to give people some motivation and incentive to do so. A clear motivation is key in having fun. Right now people arent sure what they were working so hard for, so either people don't bother or struggle through it wondering if it's worth it.
But I want to end on a positive note. The whole event overall is fun and the theme is great especially timing it along with the real Chinese new year.

It was never implied anywhere that the chef's ingredients were needed to make a hat! Nowhere at all; even the chefs say it's for pleasing the celestial pig, blah blah and considering the scale of the ingredients it was clearly (to me anyway...) implied that it was meant to be a group effort. The trend for hats have been =Free= or very easily obtainable (dragon/tengu), not limited and impossible. Come on people, stop whining ;p

would've been much better if specified that getting the Paradigm (i.e. 1 of each item) was required district-wide, non individually...

Heh shoulda figured. The ingredients are like the festival tickets we had at wintersday. They're donated to influence the festival. So no single person needs to have ALL the ingredients. Just 1 person needs to donate an ingredient when the chef asks for one. And according to Gaile, I guess completing ALL of the chef dishes will make the celestial pig happy and drop tons of gifts.
And wow I feel sorry for the people who bought up all this stuff for k's of gold each.
Oh dear. The celestial pig just gave us ALL a mini pig lol. I guess whoever sold theirs won out in the end of the festival lol.

I agree, it was very anticlimactic. After running around handing in all of the items to the chefs, I expected at least a little bit of fanfare or something. I got 16 bags, another minipig and a mask and then got to chase the pig around.
Oh well. Other things were fun, so I guess it all balances out.

I actually loved the 4th's finale, Wintersday and Halloween were both interesting..this one just didn't end well. I loved the Rollerbeetle racing too, that was cool, everything in this event but the ending (most important part imo) was great.
That's why I say thanks anet for this event, but the ending was disappointing..considering what you've done in the past.

I just left the district. I totally loved the event. Everyone in my district loved it, too. I enoyed the spirit of cooperation, of people working together to get the reward, the edge of the timer clicking away, the look of the Celestial Pig, the cute dialogue of the NPCs, and the rewards.
As you can see, there's no need to "kill yourself" (as the OP says) for the ingredients, but it is a satisfying feeling to know that what you have makes it possible for an entire district to receive a reward!

Are you sure you're talking about Day of the Tengu (which he seemed to talk about)?
And I think it was a sarcasm too. Why? Well, the tengu event lasted only 1 day and there was nothing in it but just a bunch of quests that helped you in your naga fang-gathering business, which you needed for the mask. The emperor came later that day and gave you the tengu mask. That's it. Not even a single firework.
